About Rae

Sherae’a “Rae” Moore is a dedicated Middletown resident who has spent the last four years fighting to protect the quality of life for everyone in the 8th Representative District. Her experience as a teacher, policy reformer, and legislative staffer, has inspired her to step up to be the voice for Delaware’s future.A proud alumna of the Appoquinimink School District, Rae graduated from Middletown High School before earning her undergraduate degree from Delaware State University, where she graduated Cum Laude as a first-generation college graduate in her family. Committed to giving back to her community, she now serves as an educator in her alma mater district. Rae is also currently pursuing her second master’s degree in Education, furthering her dedication to academic excellence and student success.

The question I ask before every vote is simple: Will this make life better for the people I represent?

For three terms, I have brought the voices of Middletown families to Dover and focused on results that strengthen our schools, protect our health, and make daily life more affordable.

Education and Student Success

As a teacher and a parent, education policy is personal to me. I work with students and families every day, so I know that a child cannot learn at their full potential when they are hungry, unsupported, or sitting in an under-resourced classroom.That is why I have worked to turn classroom realities into action for students across Middletown and Delaware.

Free school breakfast: Secured $3.2 million in state funding so Delaware students can receive free school breakfast, regardless of family income.Fairer school funding: Advanced SB 302 and SB 303 to create a hybrid public education funding formula that directs resources where students need them most.Stronger early learning: Authored and passed HB 15, expanding play-based learning so young students can build essential skills through age-appropriate instruction.Support for the whole child: Directed funding toward school mental-health services, special education, and stronger support for educators and staff.

Healthcare and Family Security

Healthcare is not an abstract issue to me. I lost my father, Ray Moore Sr., to congestive heart failure when I was 25. I know how quickly a medical crisis can change a family’s life and how overwhelming medical bills can become.

Lower prescription costs: Capped covered diabetes supplies at $35 per month.More accountable hospital pricing: Passed SB 1 to prevent hospital service costs from exceeding 250% of Medicare rates.Protection from medical debt: Sponsored SB 156, barring medical debt from appearing on credit reports.Care for neighbors who need it: Passed SB 13 to require free or discounted care for low- and moderate-income Delawareans.Paid family and medical leave: Helped pass paid family and medical leave so working people do not have to choose between a paycheck and caring for someone they love.

Affordability for Middletown Families

Middletown is growing quickly, but growth only works when the people who already call this community home can afford to stay and succeed here. From electric bills and childcare to property taxes, families are feeling the pressure.

Lower utility bills: Passed HB 116 to help lower utility rates for low-income residents and created the Delaware Energy Fund through HB 50 to assist moderate-income households.Stopping utility overcharges: Passed SB 59, SB 60, and SB 326 to prevent utilities from passing non-mandatory capital investments on to ratepayers.Protecting homeowners: Advanced HB 233 to establish separate utility rates for major data centers, so homeowners are not asked to subsidize large energy facilities.Making child care more attainable: Secured $108 million in state support for the Purchase of Care program.Protecting homeowners in tax reassessments: Led efforts to split tax rates so school districts can charge higher rates on commercial properties and better protect residential homeowners.
